Over 25 years of municipal finance experience, as a senior securities counsel, investment banker and advisor.  Extensive experience in municipal finance advising, structuring and executing both traditional and non-traditional (alternative Delivery) financings for a broad range of projects.


As a senior securities counsel she served as co-bond counsel, underwriter's counsel, dealers' counsel and trustees' counsel.  Some of the entities she represented include the State of Texas and various other state agencies, the City of Houston, City of San Antonio, universities, colleges, school districts, hospitals and JP Morgan Chase.    Of importance to note, served as bond counsel for the City of Houston and Texas Public Finance Authority on their initial general obligation commercial paper program.  In 1996, Ms. Scott's firm was ranked 5th among all Texas Bond Counsels by the Bond Buyer.

 

As an investment banker participated in financing transactions, both taxable and tax-exempt, with a cumulative par amount exceeding $20 billion.  This experience included structuring and managing transactions in the areas of transportation, water and sewer, tax increment and general/revenue obligations.   NASD securities license held as a banker, Series 52.


As an advisor, recent experience includes serving as co-financial advisor for over $5.5 billion in municipal financing transactions which includes over $2 billion for alternative delivery projects. This advisory experience includes the City of Houston - Criminal Justice Complex and North Texas Tollway Authority Special Projects System among others.  Previous notable advisory experience includes serving as co-financial advisor for Houston METRO to develop and implement financing strategies for the METRO Solutions Rail project as part of the FTA's New Starts  - Penta-P program; this included the review and evaluation of proposed P3 financing alternatives.​​​​

Over 25 years of progressive public finance experience in structuring, executing, and advising on both traditional and non-traditional (alternative delivery) financing structures for a broad range of projects. Extensive knowledge in the planning and issuance of municipal securities and the execution of financing strategies to fund capital projects.


Public sector experience, as a debt manager,  includes overseeing general obligation, water and sewer system, airport system and convention and entertainment facilities debt programs and facilitating the execution of over $13 billion  in negotiated  and competitive bid financings.   Coordinated actions for all bond transactions to include working with underwriters, attorneys, and other consultants and interfacing with bond insurers, credit providers and rating agencies. Experienced in developing financial models and analyzing financing alternatives.    Also, experienced in budget and forecasting; prepared and implemented the annual operating budgets for funds in excess of $500 million.  


In the private sector, as a public finance banker, was lead banker on over $20 billion in negotiated bond financing transactions for various tax, revenue and transportation related transactions in Texas.  NASD securities licenses held as a banker included Series 7, 53 & 63.
